This essay presents a proposal for a dissertation that will be focused on examining the effectiveness of using the Balanced Scorecard approach as a measurement of performance in a public sector organisation. The organisation that has been selected as ba case study for this purpose is the UK police force.
The success of any of any organisation is dependent on the
manner in which its component parts perform and the
effective manner in which they are managed, and this applies
irrespective of whether the organisation in question is
operating in the private or public sector (De Bruijn 2006).
Consequently, it is important for managers to introduce a
performance management system (PMS) that enables them to
measure the extent to which its human resources are
performing in a manner that ensures the organisations
strategic aims and objectives are being met (Armstrong
2006). Increasingly, commercial organisations are using the
Balanced Scorecard for this purpose. Yet there has only been
limited research conducted regarding whether this particular
performance measurement system (PMS) can be effectively
transferred into the public sector.
